Palace: Duterte won't intervene in cops involved in Espinosa slay

PRESIDENT Rodrigo Duterte will not intervene in any investigations against erring members of the Philippine National Police (PNP), Malacañang said on Thursday.

Communications Secretary Martin Andanar made the statement following the President's remark that he would not allow police officials involved in the killing of Albuera, Mayor Rolando Espinosa Sr. to be imprisoned.

Andanar clarified that Duterte is merely uplifting the morale of the police to become successful in stamping out illicit drug sale.

"The recent pronouncements of the President pertaining to the PNP, standing by his men, are critical to maintaining their high morale, with the end in view of succeeding in the anti-drug campaign," Andanar said.

"It should not be misinterpreted to mean that the President will intervene in investigations or any legal proceedings in order to exculpate erring cops," he added.

On Wednesday, Duterte said he still finds more truthful the version of the police, despite the finding of the National Bureau of Investigation (NBI) that the killing of Espinosa was a clear "rubout."

Andanar, however, said the President "respects and upholds the constitutional rights of our people to voice out grievances and even dissent against the policies and decisions of the administration."

He then echoed Duterte's statement that "the NBI should file cases against those who they deemed to have violated laws, and that he would not intervene in these proceedings."

Andanar said the President appreciates the regularity in the PNP's performance but stressed that the chief executive will not tolerate any wrongdoings committed by any police officers.

"The President will not condone any unlawful move to wrest power from all duly elected officials of the government, including himself, who carry the mandate not only of the Filipinos who voted for them, but also of all Filipinos who firmly believe in the ideals of democracy and the rule of law," he said.
