Oro PNP to look into 'ghost cops' in its roster

THE Cagayan de Oro City Police Office (Cocpo) launched a probe into the alleged existence of “ghost cops” in the organization, a city official said Wednesday, February 22.

“So far, dili pa ta kaingon kung tinuod or dili kay kamulo pa ang investigation as part sa internal cleansing (we cannot say if it’s true or not since the investigation, as part of the internal cleansing, is still ongoing),” Cocpo spokesperson Mardy Hortillosa II said.

He added the information came not only from the police but also from the civilians.

Hortillosa said ghost cops are similar to “ghost employees” who do not report for work but receive their salaries.

He said if ghost cops exist within Cocpo, there must be someone high up in the organization tolerating this practice and it may be possible that policemen within the organization collude with each other to milk money from the government.

“Kung tinuod man gani ni, posible naa gyud sabot kay dili mana mo-tolerate ang commander kung walay pabor nga makuha (If this is true, it is possible that there’s conspiracy since the commander will not tolerate it unless there’s a favor in return),” Hortillosa said.

Last week, City Police Director Gerardo Rosales formed the Spot Correction Team (SCT), an anti-rogue cops unit tasked to identify the policemen involved in illegal activities including those behind the supposed practice of having ghost personnel.

“Apil sa gitutokan ang ghost cops kay naay regular nga pagsusi sa mga police station sa ilang placements and assignments kinsa tong loyal sa trabaho, sige absent ug late (Included in their monitoring are the ghost cops since there’s a regular inspection in the police station in some placements and assignments on who are loyal in doing their job, who are absent and late),” Hortillosa said.

The city police spokesperson emphasized there are policemen who have lots of absences and tardiness but still report for work while “ghost cops” are those who have been out for a long period of time and engage in other activities outside their regular work but still claim their salaries.

“Kanang sa mga late ug sige absent pag-makaabot na sila og (For those who are late and always absent, if they reached) 20 demerits they will be subjected for pre-charged investigation and kung mapamatud-an posibleng masuspended (if it is proven, they will possibly be suspended) for 15 days below,” Hortillosa said.

He said the ghost policemen and the commander, if proven true, will face administrative sanctions like dereliction or neglect of duty or abuse of authority.

“Kung naa man gani tay ghost police diri, giwarningan namo nga mag-atubang gyud mo og kaso kung masakpan and sa mga commander pud undanga na ang pag-tolerate kay naa nay STC nga gamonitor sa mga rogue cops aron malimpyohan ang hanay sa kapolisan (If there really are ghost police, we warned them that if they were caught, they will have to face their cases, and to the commander stop tolerating them since there’s the STC that monitors the rogue cops),” Hortillosa added.
