Agency calls for solid waste management collaboration anew

THE Department of Environment and Natural Resources (DENR) called for a renewed and stronger partnership with Cordillera stakeholders for the full implementation of Republic Act 9003 or the Ecological Solid Waste Management Act of 2000.

Lawyer Noel Felongco, DENR Undersecretary for Solid Waste Management, said during the 2017 Cordillera Environment Summit at Albergo Hotel that addressing the country’s concern on solid waste management is among the priorities of the Duterte administration.

Felangco said the new DENR Secretary Roy Cimatu already directed all the agency’s regional directors to intensify partnership with local government units (LGU) for the full implementation of RA 9003 and the Ombudsman for the prosecution of those violating the law.

Cimatu also called for a stricter monitoring of air and water emissions so pollution cases can be filed against erring industries.

Felongco outlined the importance of stronger collaboration among stakeholders like the LGUs, National Government, nongovernment organizations, the academe and civil society organizations in addressing the country’s environmental concerns.

“The DENR considers all of you as our significant allies in pursuing sustainable and just solutions to environment management protection with emphasis on waste management and climate change,” he said.

Felongco said as far as the implementation of RA 9003 is concerned, the country is just still reaching the halfway mark.

For Cordillera, DENR Environmental Management Bureau regional director Reynaldo Digamo said all the 77 LGUs in the region have already submitted their Solid Waste Management Plan as mandated under RA 9003. However, only 34 have been approved to date. (PIA)
