Lawyer files raps vs 4 Court of Appeals justices

CITY OF SAN FERNANDO -- Kapampangan lawyer Eligio Mallari has charged before the Office of the Ombudsman four Court of Appeals (CA) justices for alleged falsification of public or official documents.

In documents provided to SunStar Pampanga, Mallari, owner of lots 3364 and 3843 in San Fernando Cadastre, is asking the Ombudsman to penalize Court of Appeals Presiding Judge Andres Reyes, Jr., Justice Socorro Inting, Justice Agnes Reyes Carpio, and former CA Justice now Supreme Court Justice Noel Tijam after they allegedly “ante dated” the “CA Void Resolution” dated December 5, 2012 in CA-GR SP No. 106838.

CA-GR SP No. 106838 is a Petition for Certiorari entitled “Philippine National Bank vs. the Honorable Evangeline Castillo-Marigomen, in her capacity as Presiding Judge of Branch 101 of the Regional Trial Court of Quezon City, Sheriff Pedro Borja, and the Spouses Eligio Mallari and Marcelina Mallari,” involving Lot 3664 and 3843.

Mallari has also filed his opposition to the applications of CA Presiding Judge Andres Reyes, Jr. and CA Justices Apolinario Bruselas, Jr. and Japar Dimaampao as Associate Justice of the Supreme Court to the position vacated by Justice Reyes last July 6, 2017, allegedly by reasons that they do not possess competence, integrity, probity and independence pursuant to the provisions of Article VII, Section 7 (3) of the Constitution.

Mallari is the incumbent president of the Vanguard of the Philippine Constitution, former commissioner of the Commission on Human Rights, former president of the Philippine Trial Lawyers Association, former committee technical assistant, committee consultants and technical staff of the House of Representatives

He is also the governor of the Anti-Corruption Movement in the Philippines organized in Beijing in 1995, former consultant of the National Housing Authority, incumbent vice-president for Luzon of the IBP Past Chapter Presidents Congress, former president of the IBP Pampanga Chapter, outstanding alumnus of the MLQ University and awardee in Public Service of Pampanga High School.
