Palace bares new appointees

MALACAÑANG on Monday, April 23, released the appointment papers of President Rodrigo Duterte's latest appointees.

Allen Capuyan, a former airport official, was named Presidential Adviser for Indigenous People's Concerns; Kevin Narce Vivero was appointed as Sandiganbayan associate justice; Jose Arturo Garcia Jr. is the new general manager of Metropolitan Manila Development Authority (MMDA); and Javey Paul Francisco was appointed a commissioner of the Securities and Exchange Commission (SEC).

On November 27, 2017, Vivero was named by Duterte as successor of former Sandiganbayan Associate Justice Samuel Martires, who was promoted to the Supreme Court. Vivero's appointment paper was released on Monday.

Prior to his new stint at the Sandiganbayan, he served as judge of the Antipolo City Regional Trial Court Branch. Vivero was the one who also notarized the certificate of candidacy of the late movie actor Fernando Poe Jr. for the 2004 presidential race.

On April 18, Duterte tapped Capuyan as his presidential adviser who will address concerns of the indigenous community. Capuyan has a rank of undersecretary.

Before being appointed as Duterte's adviser, Capuyan was a former assistant general manager for security and emergency services of the Manila International Airport Authority.

Capuyan resigned from his post on March 14 after his name was dragged into the alleged corruption at the Bureau of Customs. During the Senate probe into the illegal entry of the P6.4-billion worth of shabu shipment, self-confessed private broker Mark Taguba accused Capuyan of accepting grease money from alleged smugglers.

Garcia replaced Thomas Orbos, who currently sits as Transportation undersecretary for Road Transport and Infrastructure.

Garcia's appointment paper was signed by the President on April 18. On February 9, Garcia was designated as officer-in-charge of the MMDA.

The newly-appointed MMDA general previously served as the MMDA assistant general manager for planning who oversees the implementation of the agency's policies.

The President also signed the appointment paper of Francisco as SEC commissioner, replacing Blas James Viterbo, who resigned in February for "health reasons." He will serve until May 20, 2021. (SunStar Philippines)
