COA ordered to probe Baciwa’s P537-M loan

THE Presidential Complaint Center (PCC) under the Office of the President ordered the Commission on Audit (COA) to investigate the P537-million loan of Bacolod City Water District (Baciwa) from the Local Water Utilities Administration (LWUA) in 2002.

Jaime Mabilin, Director IV of the PCC, in a letter dated July 3, addressed to John Chiong, Founding Chairman of Task Force Kasanag (TFK), attached his letter to Director Carmina Paulita Pagayawan forwarding the complaint of the TFK for appropriate action consistent with the existing laws, rules and regulations.

Chiong, in his letter complaint addressed to President Rodrigo Duterte, stated that such loan of Baciwa was intended for the expansion of Baciwa water supply systems to give the city 24 hours of potable water supply, only to be found out that the loan fund’s usages could not justified both by Baciwa and LWUA, and the city has only very few hours of available water.

Chiong said he acted and forwarded the complaints of concerned groups in the city.

He added that even the Baciwa Board chair himself have been exposing the alleged anomaly and have been asking for deeper investigation into how the two agencies used the money which until now is being paid by the water district.
