Duterte respects CA’s decision to reject Judy Taguiwalo’s appointment

PRESIDENT Rodrigo Duterte on Monday said he respects the decision of the Commission on Appointments (CA) to reject the ad interim appointment of Judy Taguiwalo as Social Welfare Secretary.

Speaking to select reporters in an event held at Palace’s Malago Clubhouse, Duterte admitted that he could do nothing to help Taguiwalo in securing her supposed appointment as head of the Department of Social Welfare and Development (DSWD).

“They (CA members) voted secretly. I do not know who voted for and who was against Taguiwalo. And that is the job of Congress as part of the checks and balances in this government. That’s checks and balance so I could not do anything if she’s rejected,” the President said.

“I do not want to attribute or impute something motive. It’s a discretion and they voted secret. Who am I supposed to what? It’s not my duty to [tell them what they should do],” he added.

Duterte admitted that he was dismayed that Taguiwalo, who he described as a "bright" worker in the government, was unable to pass the CA hearing.

On August 16, the powerful CA body rejected the ad interim appointment of Taguiwalo as Social Welfare Secretary.

Following Taguiwalo’s failure to secure CA’s nod, Malacañang announced on August 19 that Duterte tapped Undersecretary Emmanuel Leyco as officer-in-charge of DSWD.

Asked who will be the next DSWD chief, Duterte revealed that he was considering news reporter Doris Bigornia but the latter declined the post.

"A replacement? I just offered it to Doris Bigornia but she refused. That’s true. I was not joking. All that I ask for her is just to work and avoid corruption. Period. And enjoy the duty of serving your countrymen. That’s what I told her,” Duterte said. (SunStar Philippines)
