No offer to sell from owner of lot eyed as landfill

AN official of the Davao City Planning and Development Office (CPDO) said the local government is still waiting for an offer to sell by the owner of the lot eyed for development into a sanitary landfill in New Carmen, Tugbok.

CPDO office-in-charge Ivan Cortez said in an interview with Sun.Star Davao on Monday, April 23, said the city will wait this week for the owner’s action.

“If the owner will not take the first action, we may be considering other lots located still in Tugbok,” he said.

Another property that is being considered requires concreting of the access road. Another lot being considered is the 17-hectare lot located in Bunawan.

Cortez explained that before the city can act, the owner should first give an offer to sell and then the appraisal committee will assess the value of the land.

The CPDO, he said, already prepared documents for the purchase of a tract of land for the proposed sanitary landfill.

After the assessment of the appraisal committee, the city will finalize the offer to buy by the mayor, and if agreeable, since the mayor will base it on the fair market value, the contract of sale or the deed of sale will be prepared. After, it will be passed to the Sangguniang Panlungsod for approval and the mayor for signature.

In a previous interview, Cortez said, if the owner will not agree on the price, they will conduct a conference call to negotiate in the presence of the implementing agencies and the appraisal committee.

Cortez added that the implementing agencies include the City Engineer's Office (CEO), City Treasurer's Office, City Assessor's Office, Davao City Planning and Development Office, and Davao City Environment and Natural Resources Office (Cenro).

Meanwhile, Cenro noted that that the waste collection of the city has increased through the years, and with the current rate of 500 to 800 tons daily, the city might need a new landfill every five to six years.
