Davao’s community drug rehab has 2,069 enrollees

A TOTAL of 2,069 are enrolled in Tabangan Atong Reformist Aron Naa’y Asenseo (Tara Na!), a community-based rehabilitation and aftercare program (CBRAP) in Davao City, down from 3,895 who have listed up.

Tara Na CBRAP is organized by the Davao City Anti-Drug Abuse Council (Cadac). It is designed to provide support for the rehabilitation of the suspected drug users or pushers who earlier surrendered to the authorities in the city. This is made to offer the surenderers different services and also to offer them training on livelihood and to employ them later on.

According to director of CBRAP Concepcion Domag in a press conference held at Royal Mandaya Hotel on Wednesday, May 2, there were a total of 3,895 surenderers who initially enrolled in the program but 1,826 dropped out.

“Some of the factors that we have identified are the lack of support from the barangays because reformists need support like the logistics. Other factor also is the motivation. They need to be motivated in order to continue the program,” she said.

She also said that they are asking for the support of the Philippine National Police (PNP) in tracking down those who dropped out to encourage them to go back to the rehabilitation program.

There are already 136 surenderers who graduated from the healing and recovery program provided by the Ateneo de Davao University (ADDU). The school gives livelihood and trainings to the surenderers in cooperation with the Department of Agriculture (DA).

The University of Immaculate Conception (UIC) will also launched an aftercare program under Garment Manufacturing to also help the surenderers.

A surrenderer goes through two phases of the rehabilitation, Domag said. The first one is where the surrenderer undergoes six months intervention that includes medical and dental services, livelihood training, and psychological education. The second phase is the aftercare program.

As of last year, the Davao City Police Office (DCPO) has recorded 11,575 drug surenderers across the city during their Oplan Tokhang.

Domag said that Cadac already launched drug education modules last April 27 with the partnership of Philippine Drug Enforcement Agency (PDEA) and Department of Health of the region and that they are now in the finalization of the monitoring tool for this program.

They are also finalizing the implementation of the Drug Free Workplace Ordinance which is the City Ordinance 0506-13. (Jamille Galido Monforte, FSUU Intern/SunStar Davao)
