Tell it to SunStar: Purpose of co-management

THIS is in reference to the news article titled “Capitol studies co-management of Osmeña Peak” written by Cebu Normal University intern Ginalyn Astudillo that Sun.Star Cebu published last May 5, 2018. Allow me to correct an inaccuracy.

Contrary to the phrase in the first paragraph that stated “To settle the matter of which town gets to manage Osmeña Peak,” I never said during the interview that the purpose of the planned co-management of the peak is to determine which town would manage the site. Instead, co-management was intended to put to rest the disagreement between the two towns by having neither Badian nor Dalaguete as solely managing the attraction.

In fact, Vice Gov. Agnes Magpale announced this during the Cebu Provincial Tourism Council meeting last Feb. 27, 2018, when she said the disagreement has already been ironed out in a “Solomonic solution.” She said it was already settled that the peak is really within the jurisdiction of Badian town, only that the entrance to the peak that tourists are currently using is in Dalaguete town.

Towards this end, she tasked my office to spearhead the creation of a task force/joint management team comprising Badian, Dalaguete, the Provincial Government, and the Department of Environment and Natural Resources.

I hope this clarifies this sensitive matter, as the inaccurate phrase has inadvertently caused a complication to ongoing efforts to finally settle the matter.--Joselito R. Costas, Provincial Tourism Officer, Province of Cebu

Slaughter of the constitution

This is the statement of the Free Legal Assistance Group (Flag) Region 7 on the ouster of Supreme Court Chief Justice Ma. Lourdes Sereno through a quo warranto petition:

May 11, 2018 will go down in history as a day of infamy.

Eight justices, five of whom have demonstrated their personal bias and prejudice, ousted Ma. Lourdes Serano as chief justice of the Supreme Court via a quo warranto petition filed by the solicitor general, an alter-ego of President Rodrigo Duterte.

The Integrated Bar of the Philippines, various lawyers’ groups, all decent Filipinos and noted constitutionalists led by retired Supreme Court justice Vicente Mendoza, have branded the decision as illegal and unconstitutional.

With the ouster of CJ Ma. Lourdes Sereno, President Duterte’s grip on the three departments of government has been tightened. The decision has driven the last nail on the coffin of our constitutional system.

Kudos to all the candidates who acceted their defeat in the barangay and Sangguniang Kabataan without bitterness. It’s time to move on.
