Drawing of lots breaks tie, three SK bets proclaimed

The THREE winning candidates for Sangguniang Kabataan (SK) chairman in Bacolod City was proclaimed yesterday, May 22, after a tiebreaker held at the Commission on Election (Comelec) office.

City Election Registrar Mavil Majarucon-Sia said the candidates for SK chairman in Barangays 21, 26, and 38 were tied in the results, along with 17 other barangays for the SK and barangay kagawads.

She said that under the Omnibus Election Law, it stated that in case of a tie, the two rival candidates may agree to a coin toss or a drawn lot to determine the winner.

She added the winning candidates agreed for drawing of lots to break the tie.

Majarucon-Sia noted that the Barangay Board of Canvassers (BBOC) gathered the candidates for drawing of sheets of paper, one with the word “congratulations” while another piece was blank or 1 and 2.

In Barangay 21, SK chairman candidate Eugemar Rebosa won via luck of draw over Andres Emmanuel Gohee, who got 52 votes each.

The winner in Barangay 26 against Charise Tayapad was Blessy Go, both got 158 votes each while in Barangay 38, Trexie Ann Panoncillo won over Kyra Epistola, who got 105 votes each.

The same tiebreaker scheme was also used for the rankings of SK and barangay kagawads.

Majarucon-Sia said after the drawing lot, Epistola signified that she will file for a recount, but she could file it to the Municipal Trial Court and pay the corresponding fees depending on the number of ballot boxes that will be subjected for a recount.

The Comelec is still finalizing the lists of the winning candidates for barangay and SK elections.

"We need to give priority as ordered by the Finance Department to release the payment of the poll workers," Majarucon-Sia said.

She said they have a total of 2,820 poll workers and the distribution of the cash cards is still ongoing.

"We need to finish this and to address the problem of the poll workers who failed to withdraw their honoraria worth of P6,100 because of the bank's system glitch. It is only a system glitch, but the card is not empty," she added.

Majarucon-Sia disclosed that she already received a total of 19 complaints and were advised to fill out the Certificate of Election Service Rendered form that will be submitted to Development Bank of the Philippines.
