Baguio vice mayor to assess carnival damage

BAGUIO City Vice Mayor Edison Bilog is pushing for an investigation into the damage caused by a carnival in Burnham Park.

Bilog said the City Environment and Parks Management Office (Cepmo) will be summoned to the council to give a report on the three-month operation of carnival rides as well as that violations that it incurred.

Under the agreement with the city government, the carnival was allowed to operate for 90 days with a lease price of P500,000 and a P50,000 bond to cover possible damage to the park.

The carnival was supposed to shut down after 90 days, or before the opening of classes. Based on the contract, the 90-period ended on June 5.

Bilog said the lease payment and the bond given by the carnival operator is not enough for the city to repair the park.

“He (operator) may be banned (from) transacting with the city,” Bilog added.

Bilog added that the continued operations of the carnival has no legal basis despite the operator’s argument that they set up late.

“That is not our problem anymore if they set up late,” Bilog said.

Previously, the local council rejected the carnival operator’s request for extension. The operator said the rains have hampered operations and sales.

The carnival has been met with opposition since it started almost three months ago with allegations of gambling with City Engineers deeming some rides unsafe and ordered the carnival to cease operation to keep the riding public safe from accidents after reports of riders being stuck.

Mayor Mauricio Domogan has likewise slammed the operations of the carnival.
