Oro cops poise to crackdown 'tambays' legally

THE Cagayan de Oro City Police Office (Cocpo) has yet to start rounding up bystanders in the city, even reviewing local ordinances that would apply to President Rodrigo Duterte's order on massive crackdown against "tambays."

Cocpo spokesperson Superintendent Mardy Hortillosa II said they already coordinated with the City Legal Office to secure copies of local laws about loitering.

Hortillosa clarified that only bystanders who violate local ordinances will be arrested to ensure that rights of every person is upheld and protected.

"Dili nato dakpon kung walay legal basis. Kato lang dunay violation sa mga ordinansa mao na among gi-studyhan karon (We will not arrest persons if we don't have legal basis. We will just arrest those who violated the ordinances)," Hortillosa said.

"Wala pay niabot nga memo sa ato pero gi-istorya nani sa atong chief PNP and so far wala pa tay giaresto since atong announcement sa order (We have not yet received a memo, and we have not yet arrested a tambay)," he added.

After reviewing the local laws, all police stations will then be ordered to enforce them.

However, law enforcers have already been implementing the Cocpo's "Oplan Bakal Sita" and "Operation Kapkap" similar to the Duterte administration's crackdown on "tambays."

Hortillosa said this is part of the Enhanced Management Police Operation.

He said that in these operations, the police would arrest bystanders caught having bladed weapons or illegal items on their possessions.

"Dugay na nato ni gihimo nga pagkapkap nato, dunay mga hinagiban ug illegal nga mga butang, mao na atong dakpon (We've been doing this Operation Kapkap, and we arrest those possessing illegal weapons)," Hortillosa said.

He said every ordinance stipulates the penalties of the violation like imprisonment or fine.

He reiterated that the purpose of the government is to ensure safety and security of the public, as these bystanders on the streets have the potential to cause trouble.
