TALISAY City Mayor Johnny de los Reyes submitted his first supplemental budget (SB 1) of the year amounting to P59.4 million.
Based on his letter to the Talisay City Council, through Vice Mayor Romeo Villarante, de los Reyes wants the remaining P9.9 million of his proposed intelligence fund approved.
Last year, de los Reyes proposed P10 million for his confidential or intelligence fund but only P100,000 was approved by the Council.
But a bigger chunk of SB 1 is for non-office expenditure under the mayor's office amounting to P18.6 million.
Under this item, de los Reyes proposed an appropriation of P7 million for security services.
The Talisay City Government recently terminated the services of the Black Pearl Security Agency (BPSA).
In his executive order, de los Reyes explained that the termination was necessary because the Council slashed the proposed appropriation for security services from P17.5 million to P3.5 million.
The Commission on Audit also found that de los Reyes hired the services of BPSA without bidding.
The Mananga Task Force, Talisay City Sports Commission, and Youth, Sports and Development will also be funded under the proposed non-office expenditure.
In an interview, Councilor Edward Alesna, chairperson of the committee on finance and appropriation, said that the Council will study the proposal.
Councilor Danilo Caballero, for his part, said that de los Reyes should justify the proposed SB 1 before the Council.
"Since we are dealing with public funds, they have to explain before the Council the need for the appropriations they stated in their supplemental budget," Caballero said.
