THE K to 12 program and strategy gives students options to excel. But before these new thrusts in upscaling technical expertise for science, business and technology, the Department of Education opted to use bilingualism as means of communication in the grade school level and some programs in the high school and college levels. Eventually, the English subjects were reduced. Sadly, some studies, such as one done by the American Chamber years ago, showed that the lack of English fluency affected the students’ passing the board exams and their professional competence, especially in case study analysis.
