Construction of Negros First Animal Hub at Panaad in question

THE ongoing construction of Negros First Animal Hub at the Panaad Park and Stadium allegedly did not undergo the bidding process.

It does not even have any purchase order.

In a document obtained by SunStar Bacolod on April 17, I Watch Negros Occidental Inc. told the members of the Provincial Bids and Awards Committee that the ongoing construction of the Negro First Animal Hub is now almost complete.

The group, however, alleged there was no bidding process.

"What is surprising is that this project is yet to be bidded out," the group said.

As shown in the Philippine Government Electronic Procurement System (PhilGEPS), the project was slated for pre-bidding conference on March 27 and the supposed submission of bids was on the second week of April.

"At the rate, the construction of the said project has been going on. It is estimated at this time to be about 95 percent complete," the group added.

The document from I Watch Negros stated that the whole project includes the construction of animal pens with rails, construction of animal pens drainage system, construction of auctioneer's bleachers and the construction of the Negros First Animal Hub building.

The bidding of these projects was supposed to take place April 12, 2018, the document stated.

When asked for his comment, Dr. Renante Decena, head of Provincial Veterinary Office (PVO), said as far as the structure is concerned, there is no transaction about it with the province and there is no purchase order yet on the project.

"My office has no involvement on the project because my office's mandate is not into construction," Decena said.

Decena also questioned the timing of the issue as the province and his office are busy at the height of the 25th Panaad sa Negros Festival.

At this time, the PVO is busy on its mandate at the Provincial Livestock and Dairy Hub that takes center stage in the ongoing festival, he pointed out that.

Decena added the Alliance of Broilers Association is the one using the Negros First Animal Hub this time of the Panaad Festival for the display of their livestock and animal products while the Association of Feed Supplies is displaying their products in front of the Animal Hub.

Decena also refused to comment on the allegations that the contractor of the Animal Hub all amounting to P10 million is not a legitimate contractor who could not pass the bidding process that's why the construction of the projects was done ahead of the normal process.

Acting Provincial Administrator Lucille Gelvolea, when sought for reaction, also confirmed that no bidding was conducted yet on the project and that the structures may have been built by a generous person.
