Domondon: And There They Go

THE barangay intramurals has begun in earnest and with it the hopes and aspirations of those who aspire to become leaders and govern their constituencies within their respective jurisdictions.

While the concerned agencies such as the Commission of Election (Comelec) have repeatedly announced to the public of their readiness to conduct the Barangay and Sangguniang Kabataan Election (BSKE) 2018 there is much to do in order to prepare voters and the public on what to expect during this period of election.

No less than Comelec officer Atty. John Paul Martin graced the occasion of a recent meeting of the Punong Barangays with the City Mayor Honorable Mauricio Domogan to expedite the process of the information dissemination of their office particularly on those activities and events as well as acts that are prohibited during the election period.

As clearly explained by Comelec officer Martin during the election period from April 14 up to May 21, 2018 it shall be prohibited to do the following, under Comelec Resolution Number 10246, to wit: (a) the carrying of firearms and other deadly weapons, (b) using security personnel or bodyguards by candidates, (c) organizing or maintaining reaction forces, strike forces, or similar forces, (d) altering a territory of a precinct or establishing a new precinct, (e) transferring or detailing officers and employees in the civil service, including public school teachers, (f) suspending any elective provincial, city, municipal, or barangay officer, (g) Coercing or threatening any election official or employee in the performance of his or her election duties [This applies until the proclamation of winning candidates.]

Meantime during the campaign period which is from May 4 up to May 12 it shall also be prohibited by the candidates to, (a) remove, destroy, or prevent distribution of lawful election propaganda, (b) make any donation or gift in cash or in kind, (c) use armored land, water, or air craft in campaigning, (d) appoint or use special policemen, special/confidential agents, or the like, (e) have policemen or provincial guards act as bodyguards or security guards.

From April 14 up to May 14 other prohibited acts include (a) vote-buying and fund raising activities like dances, lotteries and cockfights; from April 14 until the proclamation of winning candidates it shall be likewise prohibited to bet or wager on the results of the elections; from May 4 up to May 13 it shall be prohibited to implement public works or constructing or maintaining barangay funded roads and bridges and appointing or hiring or promoting government employees, and from May 13 to May 14 it shall be prohibited likewise to sell, furnish, buy or take intoxicating alcoholic drinks, campaigning, giving or accepting free transportation, food, drinks, and things of value.

On election day which is May 14 the following are banned: (a) voting more than once or in substitution of another, (b) using the voter's affidavit of another for the purpose of voting (whether the act succeeds or not), (c) destroying, substituting, or taking away any election form, document, or ballot box from those having legal custody or from the place it is legally deposited, (d) soliciting votes or undertaking any propaganda for or against any candidate within the polling place or within 30 meters, (e) opening of booths or stalls for the sale of wares, merchandise, or refreshments within 30 meters from the polling place and (f) holding of fairs, cockfights, boxing, horse races, or similar sports.

These are more or less the comprehensive list of banned activities and prohibited acts during the BSKE 2018 as contained in the COMELEC Resolution and the candidates to the barangay election would do well to abide by these rules in order to have a free, orderly and honest barangay and SK Elections.
