Binay victory will be ‘boon’ to Cebu City

THE National Government will pour P145 billion into the city every year if Vice President Jejomar Binay is elected president after the May 9 elections, said Cebu City Mayor Michael Rama.

Rama said the money will be used to fund infrastructure projects and implement programs.

“The head of the mayor is so replete with ideas and in abundance with things needed to be done for the City. Just give me a new mandate and my president,” he said in a news conference last Monday.

Rama is an ally of the United Nationalist Alliance headed by Binay.

The mayor lamented that the City did not get much projects from the National Government under the present administration.

Among the projects he wants funded, Rama said, is a reclamation project that will stretch from the coastal area of Barangay Inayawan, to the South Road Properties, the pier area and up to the Cebu International Port.

This project, which will take up the bulk of the funding, will serve as a parallel road of Osmeña Blvd., Baklig St. and M.L Quezon Ave. among others.

Since the city also has a problem with water, more so during the El Niño phenomenon, the mayor said he wants several dams to be constructed to address it.

More plans

He also said he intends to implement the P1.5-billion comprehensive drainage master plan to prevent flooding.

Rama said he wants housing units to be constructed for urban poor settlers as well as for media practitioners, teachers and policemen, among others.

“We need housing for all because the only way we can uplift the lives of the poor is to give them some semblance in terms of security of tenure,” he said.

He went on to say that he intends to build a “city highlands,” or a city within a city in the mountain barangays.

To make the city more secure and safe, Rama said, he wants equip police with high-end firearms and build a command center for them while at the same time improving the city’s traffic system to address traffic woes.

In the area of drugs, Rama said he wants to build a center for “irresponsible parents.”

“There are a lot of irresponsible parents. Now if there is such a thing as drug anonymous, alcoholic anonymous, there should also be irresponsible parents anonymous,” he said, apparently referring to non-profit organizations that help drug and alcohol dependents.

Rama said he also wants to implement livelihood projects, build a septage treatment plant, develop a three-meter easement along rivers and improve coastal areas.

But Binay’s victory is far from insured.

In a Bilang Pilipino SWS Mobile Survey conducted on March 30, results showed that Sen. Grace Poe and Davao City Mayor Duterte are in a statistical tie in their bid for the country’s highest seat.
