Sison: Bill Mandates LGUs to Disclose Expenditures

A LAWMAKER urged Congress to enact a law that would mandate the local government units (LGUs) to disclose in public its budget and finances, expenditures, disbursements, funds utilization, bids and public offerings.

Sison: House Approves Amendments to Cooperative Code

THE House of Representatives has approved on second reading a proposal to further amend Republic Act 9520, otherwise known as the Philippine Cooperative Code of 2008, to strengthen the loan portfolio of cooperative banks by allowing foreign investments thereby significantly improving its capacity to support economic endeavors in the countryside.

The approved measure, House Bill 6481, substituted House Bill 5989 authored by Reps. Jose Ping-ay and Cresente Paez (Party-list, COOP-NATCCO).

Sison: Only 10% of every 100 Pupils in Basic Education get to College

ONLY 8 to 10 of every 100 pupils who enter basic education will possibly get a college education, according to a recent study on Philippine education.

Rep. Joseph Victor Ejercito (Lone District, San Juan City), author of House Bill 6465 is proposing that a portion of the funds generated by PAGCOR be utilized to finance the State universities and colleges. "I wish these data were wrong. This is indeed an upsetting situation which must be addressed immediately," Ejercito said.

Sison: Expanding the Anti-Trafficking Law

THE House of Representatives has approved on third and final reading a bill, which amends Republic Act (RA) No. 9208, known as "Anti-Trafficking in Persons Act of 2003."

House Bill 6339, authored principally by Rep. Pryde Henry Teves (3rd District, Negros Oriental), strengthens the mechanisms for the protection and support of victims by further enumerating, specifying and defining concerns and policies of trafficking in persons as prescribed under the present law.

Sison: Expanding scope of practice of midwifery

THE House of Representatives has approved on third and final reading a bill expanding the scope of the practice of midwifery in the country by amending Republic Act (RA) No. 7392, otherwise known as the "Philippine Midwifery Act of 1992."

House Bill 6343 grants additional powers as well as enhances the general welfare and commitment to service and professionalism of midwives.

Rep. Antonio Tinio (Party-list, ACT Teachers), author of House Resolution 2502, said the P6,000 monthly salary of kindergarten teachers is not enough for their daily sustenance.
