Department of Agriculture (DA) undersecretary for Administration Antonio Fleta in a letter to the Provincial Government of Benguet, local government of La Trinidad, BSU and the Benguet Farmers Marketing Cooperative, sought for letters of commitment as well as program of works "to ensure the progressive and successful implementation of the project."
