Briefing on Carper implementing rules, provisions set


DEPARTMENT of Agrarian Reform (DAR) Negros Occidental office set Tuesday a one-day provincial briefing on implementing rules and regulations of the Comprehensive Agrarian Reform Program Extension with Reform (Carper) at the Sugarland Hotel, Bacolod City.

DAR Negros Occidental Public Information Officer (PIO) Gloria Cañonero said Monday that the briefing activity would bring together all DAR personnel from its sub-offices throughout the province to discuss the provisions set under DAR Administrative Order 2 of 2009.

DAR Assistant Regional Director for Operations (Western Visayas region) Felicidad Bañares is expected to lead the discussion Tuesday, before the top officials of DAR Negros Occidental provincial office led by Provincial Agrarian Reform Officer (PARO) Gideon Umadhay Jr.

The National Government already said it would pour in a P150-billion budget for the full coverage and implementation of Carper nationwide until it expires on June 30, 2014.

Priorities on land acquisition and distribution have been cited and divided in three phases.

Phase 1 is set to be completed by December 31, 2010, covering all private agricultural lands of landowners with aggregate landholdings in excess of 50 hectares, which have already subjected to a notice of coverage (NOC) issued on or before December 10, 2008.

It also includes all foreclosed lands by government financial institutions and all lands acquired by the Presidential Commission on Good Government.

Phase 2, which is also set to be completed by December 31, 2010, would include lands 24 hectares up to 50 of all alienable and disposable public agricultural lands, agro-forest, pasture, agricultural forest already cultivated and planted to crops.

Phase 3, meanwhile, involves all other private agricultural lands commencing with large landholdings and proceeding to medium and small landholdings under several schedules.

Said phase is set to be completed by January 1, 2011. (JOC)
