Bulk water supply delivery remains uncertain

THE target delivery of water supply to Bacolod City Water District (Baciwa) by Bacolod Bulk Water Inc. (BBWI) next month remains uncertain.

This, as Baciwa board waits for the opinion of the Office of the Government Corporate Counsel (OGCC) for the proposed amendments in the contract.

Baciwa general manager Juliana Carbon said the board submitted the proposed amendments to the OGCC on September 22.

BBWI, a consortium of Mactan Rock Industries Inc., Tubig Pilpinas, and TGV Builders, proposed to directly inject water from their water treatment plant in Bangga Bagol, Barangay Granada to the water pipes of Baciwa without passing through Baciwa's reservoir in Purok Loygoy, also in Barangay Granada.

Under the contract, it states that from the water treatment, the water supply has to go through the reservoir where Baciwa’s water meter is located before it goes to its water pipes.

BBWI is reportedly having difficulties negotiating with the landowners where their pipes will pass through from its water treatment plant to Baciwa's reservoir.

Carbon said the Baciwa Board decided to solicit the opinion of OGCC after meeting with lawyers of OGCC who came to Bacolod last week.

“We will have to wait for the OGCC before making the decision to approve the amendments to the contract proposed by BBWI or else we will be violating the contract,” she added.

Carbon said the OGCC opinion is expected to come out on October 10.

In March last year, Baciwa signed a 25-year contract with BBWI worth P1.1 billion for the delivery of additional water supply.
