CANDONI town Mayor Cicero Borromeo was discharged Monday from a month-long hospitalization at the Riverside Medical Center in Bacolod City.
But he is still unable to speak because of a tracheostomy tube still in place at his throat, said Board Member Dr. Melvin Ibañez Tuesday.
“We expect the mayor to [regain his speech] in one to two weeks time,” Ibañez said, adding the mayor is still confined to a wheel chair but is able to move his extremities.

Tracheotomy and tracheostomy are surgical procedures on the neck to open a direct airway through an incision in the trachea (the windpipe).
Ibañez, the private resident doctor of the mayor, said he also extended the sick leave of Borromeo to 30 more days.
He said that he will communicate with the Department of Interior and Local Government (DILG) with regard the mayor’s capacity in holding his post as mayor; “we would want to know what final clinical evaluation the mayor will show as he progresses to normal condition.”
Ibañez also hopes the mayor could walk in the next two weeks, Ybañez said.
Borromeo was rushed to the intensive care unit early June when he suffered a stroke.
