City to validate second bidder in garbage collection

MAYOR Evelio Leonardia said the bids and awards committee (BAC) can now proceed with the validation of the second eligible bidder that mayor handles the garbage collection of Bacolod City following the disqualification of local contractor Dynamic Builders.
BAC, which is chaired by Goldwyn Nifras, will go to Manila to conduct the validation of Metro Waste Solidwaste, the second bidder.
BAC personnel will visit the office of Metrowaste to validate the supporting documents it submitted during the bidding against the original documents. They will also check the company’s equipment and its track record, considering Metrowaste claimed it is also the one collecting the garbage of Makati and Caloocan.
Nifras earlier said they expect Dynamic Builders to file a motion for reconsideration on its disqualification, which is within its rights and is the available remedy it can pursue.
Dynamic Buildings was disqualified because it was discovered after the bidding that hauling is not among the nature of the businesses listed on its business permit.
“Under the rules, Dynamic Builders can file for a motion for reconsideration within three days from receipt of the notice. Then we will study the reasons they will indicate in their motion for reconsideration and resolve the matter. But the post qualification will proceed,” Nifras said.
While the privatization of garbage collection was delayed for a while, the city has to contend with the collection being done by the Department of Public Services.
BAC will notify the other bidder and arrange for the conduct of a post qualification stage. (Carla N. Canet)
