BACOLOD City Councilors Keith Emmanuel Ramos and Dindo Ramos are requesting universities to excuse all SK chairpersons from attending NSTP classes since they are doing community services in their barangays.
The National Service Training Program classes mandated under R.A. 9163 is aimed at enhancing the civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its three program components.
The SK chairmen are undergoing training and seminars conducted by the Department of Interior and Local Government (DILG) and other appropriate government agencies to prepare and develop them to be effective youth leaders of the community.
NSTP classes are being held every weekend, the only days when these SK chairpersons have the available time to be with their respective constituents and to plan out their activities and programs aimed at developing the youth and improving the community, it said.
They added that excusing these SK chairpersons from attending NSTP classes during weekend will enhance their effectiveness and efficiency in public service and will resolve the conflict of being legally required to be physically present at two separate venues at the same time, basically with one common objective, which is to render community service.
