Murder raps readied vs village councilman

MURDER charges have been readied against a village councilman who allegedly killed a businessman at Gonzaga Street, Bacolod City last Sunday.
Station 6 commander Police Chief Inspector Noel Polines said Tuesday that they are now preparing all the documents for the filing of murder charges against Nelson Binas, 68, council member of Barangay 41, Bacolod City.
Binas allegedly killed Ricardo Pugoy alias Nonoy, a businessman, and resident of Barangay 27.
Pugoy sustained a gunshot wound in his neck after he was shot by Binas and Thomas Libo-on, 62, of Purok Gonzaga, Barangay Taculing, Bacolod, around 11:45 a.m.
Pugoy was rushed to the Riverside Medical Center but he was declared dead by his attending physician around 2:30 p.m. of Sunday.
Binas voluntarily surrendered to Bacolod City Police Office (BCPO) Director Ricardo De la Paz Monday evening.
Polines said they also received surrender feelers from the family of Libo-on.
Investigation showed that Pugoy and Libo-on had old grudges. When they met at Gonzaga Street together with Binas, Pugoy was shot by Binas with a .45 caliber pistol.
The witnesses said Pugoy was driving his Honda XRM motorcycle and he allegedly blocked the pedicab driven by Libo-on.
Polines said Binas told him that he accidentally shot the victim and it was not his intention to kill him. Binas is now in the custody of Station 6.
Police recovered from the crime scene two empty shells of .45 caliber pistol, deformed slugs, .22 caliber revolver with seven bullets owned by Pugoy, and one unit Honda XRM motorcycle.
Pugoy is the brother in law of Police Senior Superintendent Premitivo Tabujara, who was assigned in Police Regional Office-Western Visayas. (MAP)
