Guarra assumes post as provincial police chief today

POLICE Senior Superintendent Celestino Guarra will replace Negros Occidental Police Provincial Office (Noppo) officer-in-charge Milko Lirazan today, January 16.
Police regional office (PRO) director Agrimero Cruz said no turnover ceremony at Noppo because Lirazan was just appointed as officer-in-charge.
Lirazan, who served as NOPPO officer-in-charge for five months, exchanged posts with Guarra who, prior to his transfer to Noppo, heads the Human Resource Doctrine and Development Division at PRO.
Meanwhile, two deputy provincial police directors of Noppo were also relieved.
The two are Police Supt. Leo Irwin Agpangan for Administration and Remus Zacharias Canieso for Operations, who were also ordered assigned at Camp Martin Delgado in Iloilo City.
The transfer of Agpangan and Canieso, both members of the Philippine National Police Academy Class 1989, is reportedly for their promotions.
