Provincial Board has ‘all the time’ to approve 2013 budget

BOARD Member Dino Yulo said the Provincial Board of Negros Occidental has all the time to approve the 2013 annual budget.
Yulo, vice chairman of the committee on Finance, said that even if the 90 days review of the 2013 annual budget is consummated, there is still a chance for it to be approved.
He said the 90 days period as provided for in the Local Government Code is merely procedural. “It does not mean that if the 2013 annual budget is not approved within the 90 days period, it can no longer be approved.”
Yulo said it is not totally the fault of the Provincial Board why the 2013 annual budget was not approved before 2012 ended.
He recalled that as part of the requirement, the SP requested for the specifics of the 2013 annual budget but what was submitted by the Office of the Governor was itemized lump sum.
He said though that, while the Office of the Governor claimed that the said request was not required, it also submitted eventually the itemized budget.
