Provincial Board to resolve town budget impasse-A A +A

WITH high hopes, the Provincial Council Committee on Laws and Ordinances will conduct an inquiry on Tuesday to resolve the budget impasse in La Castellana, Negros Occidental.
Vice Governor Eugenio Jose Lacson said on Monday that La Castellana Mayor Alberto Nicor, Vice Mayor Chad Feria, members of the Municipal Council, the municipal budget officer, as well as the provincial budget officer will be given their time to explain with the end in view of coming up with a possible solution to the conflict.
Said to have triggered the clash among municipal officials was the non-passage of the P19,760,846.40 budget, corresponding to the 20 percent Development Fund of the town.
Nicor had accused Feria and some councilors of “politicking” that resulted in the non-approval of the fund.
He said he had requested for the approval of the P19,760,846.40, which he said is allocated for livelihood programs and scholarships.
The scholarship program of the town has been funded through the 20 percent development fund for the past five years, and it was only now that the municipal council is questioning it, the mayor lamented.
Feria, on the other hand, said they should not be blamed for the disapproval of the supplemental budget. He said the budget being pushed by Nicor was not acted upon by the legislative body, due to the disapproval of the 2013 annual budget.
“How can we approve a supplemental budget when do not have an approved annual budget?” insisted Feria.
Nicor, however, stood pat that the Department of Interior and Local Government had given him a cloak approval when he sought its opinion on the controversy.
Lacson said the Provincial Board has a power to review the budget and appropriation ordinance of the towns and cities.
"The Povincial Council is the reviewing body of the appropriation ordinances of the towns and cities in the province. So we hope to guide the La Castellana officials based on the documents presented," he stressed.
The Provincial Council Committee on Laws and Ordinances is chaired by Board Member Alain Gatuslao.
