BACOLOD CITY Council has advised Punta Taytay village chief Rufino Alcala to choose only one of two positions: village chief or acting head of the Bacolod City Disaster Risk Reduction Management Office (BCDRRMO).
During Monday’s hearing to shed light on the concurrent posts reportedly being held by Alcala, the barangay chieftain admitted he was torn between the important roles of serving two public offices.
Alcala said that Bacolod City Mayor Monico Puentevella issued a memorandum order detailing him to the BCDRRMO.
He clarified that he is performing only on a volunteer basis. The City Council committee chaired by Councilor Caesar Distrito tackled the issues raised against Alcala, that is, whether he is discharging a dual function and in the absence of an official appointment from the City Government duly approved by the Civil Service Commission (CSC), he cannot use government vehicles or any equipment.
While he has serious desire to help the city, the committee noted, Alcala must be advised to give up one position if he intends to entertain another post.
Confer with Puentevella
Alcala was further advised to confer first on what decision to take to Puentevella who has assigned him to head the disaster risk reduction management body.
Alcala said he had prepared his resignation letter as punong barangay in July yet, but the fact that it is barely two months left for him to completely finish his term of office as barangay captain, this deters him from pursuing his intended resignation.
"If only I will be given the chance to finish my term as punong barangay considering that the barangay election is set next month, it would be better.”
Alcala said that for now, he could not be charged with double compensation “because I am not yet officially appointed for the BCDRRMO but renders service on a voluntary basis.”
Government vehicle use
On the issue that he uses a government vehicle, Alcala said he had surrendered it to the city, although it would help in his mobility considering that the BCDRRMO functions on a 24/7 basis.
Since last month, as the weather is quite bad, I have to go out to monitor areas that are prone to disaster and those that experience flooding, among others, he said, adding that “since this was made as an issue, I have already surrendered the vehicle."
During the hearing, Councilor Elcid Familiaran read to the Committee the restrictions of a non-public official to use a government vehicle. It is prohibited under the law, he said. Distrito said it is very clear based on the recommendation of the Department of Interior and Local Government, and also the opinion of the representative of the CSC, and others, that Alcala cannot hold two positions at the same time.
He has to choose because the BCDRRMO is a very important position and office, while his position as punong barangay is also very important. A decision has to be made and choose only one position, Distrito suggested.
Think it over
"It is also good that barangay captain Alcala said that he will think it over that he will consider the advice of the committee and that of the body. We will submit a recommendation to the Sangguniang Panlungsod to state that barangay captain Alcala is not allowed to occupy two positions," he said. He will prepare a committee report and submit that to the City Council on Wednesday, Distrito said.
