City to conduct rebidding on garbage collection-A A +A

BIDS and Awards Committee (BAC) chairman and General Services Office head Jerome Solinap said Bacolod City will conduct a rebidding on garbage collection, once the contract of Metrowaste Solidwaste Management Corporation expires by the end of the month.
Solinap, however, was quick to clarify that it would still be alright if the City Government extends the contract of Metrowaste, but it should only be on a short-term basis.
Solinap said the contract of Metrowaste will end on October 31. Solinap said the rebidding is necessary as they cannot conduct a “repeat order” after the six-month period.
The repeat order can only be adopted, if such order is filed within six months upon the issuance of the notice to proceed or award and the amount in the extension does not exceed the 25 percent of the total ABC (approved budget for the contract) of the former contract, Solinap explained.
He said they are readying for a possible rebidding and they are just waiting for the “papers to come inside our office.”
Solinap said it is also alright if an extension of a contract would be given to the current private contractor, but to avoid controversy, he would prefer to have another bidding.
He also explained that since there are only two months left before the end of the calendar year, it would be better to extend the remaining months to the current contractor, and start a new bidding on January.
Solinap stressed an extension is always allowable, but there are certain limitations and most likely, Metrowaste will be given until the end of this year.
The BAC chairman also said that since it is the start of a new year, and it is a start of another budget year, another bidding is needed.
We can conduct a new bidding provided a budget is allocated and approved much earlier for privatization of the garbage collection, he said.
