Bidder: 5 men harassed me-A A +A

THE Pointer Enterprise representative confirmed on Wednesday over Aksyon Radyo that he was harassed and threatened by five men at the Bacolod City Government Center, before the start of the bidding for the electrical maintenance of the streetlights in Bacolod City Monday morning.
Jebs Gueco said this is the first time they had joined a bidding in Bacolod City but he was harassed by about five men who introduced themselves as engineers at around 9 a.m. to 9:30 a.m. Monday, when he refused to withdraw from the bidding.
He said he arrived from Manila at about 6 a.m. Monday and stayed at the fountain area of the Government Center until 6:30 a.m. before the flag ceremony started at 8 a.m.
When he entered the Government Center he met a certain “Victor” of the Bids and Awards Committee (BAC) at around 8:30 a.m. and asked him if his bid documents were okay.
Gueco said he then proceeded to BAC at the third floor of the Government Center to submit their bid documents at about 9 a.m., which he then left with a certain “Elaine” who is seated beside a certain “Napoleon” of BAC.
He was then called by a person who told him the engineers want to talk to him outside the BAC office.
They told me not to join the bidding and to drop out from the bid because there was already a negotiation with one supplier who was joining the bidding.
There were five of them and I do not know their names but heard them mention a certain “Engineer Mike”.
He was told that he is creating trouble at the Bacolod City Hall.
He came alone and their purpose was only to join the bidding and that they had no intention to cause trouble. Gueco said it did not matter that he was harassed.
What mattered was that their bid documents were stolen inside the premises of BAC, which he left to an employee named “Elaine.” When the harassment happened, an employee called him into the BAC office because he was so scared at that time.
A person fetched him and brought him inside the BAC office. When he looked for his bid documents, “Elaine” told him that there was someone who introduced himself as his companion so she gave the documents when he told her they will withdraw their bid, Gueco said.
He reported the matter to BAC chairman Gerome Solinap and he was blamed for leaving the bid documents/proposal with BAC. His reason why he left it at BAC is because that is where it is being dropped.
Gueco also confirmed that the five persons offered to refund his air fare but he did not agree because they have decided to really join the bidding.
But when he returned to BAC, their bid documents were stolen.
Asked why he did not report the matter to the police, Gueco said this is his first time in Bacolod and he was so afraid at that time because he was harassed by five persons.
I felt so helpless at that time so after the bidding I went straight to the airport and waited there until for his flight for Manila at 7 p.m.
Gueco said they offered a bid of P800,022,000 only against the bid of the New Bridge which is P1.771 million. The ABC is P1.775 million.
They might not join any bidding again in Bacolod of that is the way the bidding is being conducted there.
Asked if they have plans of filing charges against those involved, Gueco said it is his boss that will decide on the matter.
Pointer Enterprise in Intramuros Manila is owned by Ruben Shao and is in existence for almost 44 years. Gueco said they have joined biddings in Cebu and Davao.
This is their first time in Bacolod and this is the first time they have encountered such incident. I will have the matter investigated, city administrator Rolando Villamor said Wednesday.
