Paglaum village plebiscite set Jan. 11-A A +A

BACOLOD City Councilor Carlos Jose Lopez said he was informed by the Commission on Elections (Comelec) that the plebiscite for the ratification of the creation of Barangay Paglaum has been set for Jan.11, 2014.
Lopez said in an interview over Aksyon Radyo that the P3-million budget requested by the former administration has been set aside and the current administration is in favor of giving the residents of Paglaum a chance to hold a plebiscite.
Gemeno Ymballa, counsel for the petitioners, said they are thankful to Lopez for following up the schedule of the plebiscite. He was informed by Lopez about the matter Thursday and he will be sent a copy of the COMELEC resolution, he said.
Ymballa said they have started to explain to the residents of Barangay Mansilingan the issue of Barangay Paglaum and they believe this will be discussed objectively, especially its benefits to both barangays towards progress.
The conversion of Paglaum into a barangay is long overdue, he said, adding that because of the huge size of Mansilingan, the barangay could not effectively deliver basic services to Paglaum.
Both have settled the issue about the boundaries even before the approval of City Ordinance 606 creating Barangay Paglaum, he noted.
Ymballa said the voting population of Mansilingan is between 17,000 and 18,000, but during the plebiscite, only the majority of those who have cast their votes will prevail.
He said the budget of Mansilingan will not be affected since barangays that have been created before 1991 will retain their Internal Revenue Allotment share automatically.
