‘No reinstatement soon for CPDO chief’-A A +A

BACOLOD City Administrator Rolando Villamor said on Thursday that Jean Ramos, head of the City Planning and Development Office, will not be reinstated to her post immediately as Mayor Monico Puentevella is seeking a reconsideration on the order of the Civil Service Commission (CSC).
CSC Director IV Rodolfo Encajonado in his January 15, 2014 order ruled that the memorandum order issued by Puentevella dated August 23, 2013, which caused the transfer of Ramos to the Economic Enterprise unit is not in order.
Encajonado told Puentevella to allow Ramos to perform the duties and responsibilities of her position as City Government Department Head II.
Villamor himself issued the transfer order for Ramos in August last year.
“I am not too privy with the plans of the mayor but one thing for sure is that he is filling a motion for reconsideration. We will verify her (Ramos) reported absence without leave (Awol),” he said.
Ramos had filed a complaint for constructive dismissal against Puentevella and the City of Bacolod before the CSC, saying that her transfer to another office is illegal and motivated by politics and ill-will.
She said that on August 28, she received a memorandum from Villamor informing her of her transfer as department head of the CPDO to one of the offices of Economic Enterprise, which is the creation of a mere ordinance and not a department head position.
Ramos, a certified public accountant and the wife of former Councilor Dindo Ramos, was appointed by the former Mayor Evelio Leonardia on Feb. 16, 2013 as department head with the concurrence of the City Council. (CNC)
