Bacolod City unanimously push redistricting

THE City Council of Bacolod unanimously endorsed the resolution requesting Representative Evelio Leonardia, by reason of protocol, to take the lead and cause the appropriate congressional action by re-filing the bill which seeks to reapportion the city’s lone legislative district and council seats.

The resolution authored by Councilor Alex Paglumotan was passed in the last Council session even after Leonardia said that he no longer favors a redistricting because the Priority Development Assistance Fund has already been abolished, and redistricting would mean more spending of government resources.

The resolution stated that House Bill No. 3692, which sought to reapportion the lone legislative district and the Council seats of Bacolod, was approved by the House of Representatives on December 8, 2010 and was transmitted to the Senate on December 14, 2010 during the 15th Congress.

However, since no action was taken on the same bill by the Senate during the 15th Congress, there is a need to re-file it in the 16th Congress so that the committee may act on the said bill again, it said.

Paglumotan, one of the original movers of the bill that lobbied for redistricting, said that Leonardia, being a former mayor of the city, had the full understanding and knowledge with regards to the untiring efforts done by the past and present city officials on the issue of redistricting.

Leonardia had been instrumental in the issuance of Executive Order No. 21, Series of 2008 purposely for the conduct of the study with regards the proposed reapportionment of Bacolod into two congressional districts.

Paglumotan added that the issue of eventually transforming or reapportioning the city into two legislative districts and that to include the members of the Council has been long overdue.

It will be beneficial to the city’s political landscape and economy, and to the common interests of our constituents, he added.

Paglumotan also authored a resolution expressing the full support by the Council members to the recent call of Puentevella of informing the people of Bacolod of his intention to further seek the approval of Congress to reapportion the city into two congressional districts.
