PB approves Capitol reorganization-A A +A

THE Provincial Board of Negros Occidental unanimously approved on third and final reading the proposed reorganization of the Capitol employees on Wednesday.
Second District Board Member Miller Serondo, chairman of the committee on human resource and personnel, moved for the final approval of the ordinance seeking to strengthen the capacity of the executive branch of the Provincial Government after his colleagues did not raise any more questions.
First District Board Member Rolando Ponsica presided Wednesday's session as Vice Governor Eugenio Jose Lacson was on leave.
Lacson had been vocal about his misgivings on the proposed reorganization after learning that the Provincial Government will have to spend more for its implementation.
Serondo said the partial reorganization does not include the hospitals, because of the directive from the Department of Health (DOH) mandating the local government units (LGUs) to follow the DOH hospital structure.
The reorganization of hospitals will follow within the year, he added.
Governor Alfredo Marañon Jr. earlier said the Provincial Government is planning to meet the DOH standards halfway.
Under the present set-up, the Capitol is paying for the salaries and benefits of about 600 health personnel. If it will follow the DOH standards, the number of personnel should be about 1,500.
Provincial Budget Officer Jose Percival Salado said the governor needs to issue an executive order for the implementation of the reorganization.
To be implemented first is the “transfer in” that will involve 161 employees and the “transfer out” that will involve 168 employees. This will have no additional cost to the province because the employees will only be transferred from one office to another.
Salado said the positions for the movement have already been identified that will mean that concerned employees will have new jobs.
Based on the March 25, 2014 data presented by Serondo, the reorganization will cost the Provincial Government P507,520,411 for personnel services, higher than the previous cost of personnel services amounting to P478,912,512.
Under the ordinance, there will be 372 newly-created positions of which 353 will be under the General Fund (GF) and will cost P121,649,042, while there will be 19 positions under the Economic Enterprise Development Division (EEDD) that will cost P5,846,563, or a total of 372 new positions costing P127,495,605.
A total of 106 positions will be abolished, of which 91 are under the General Fund amounting to P31,474,151.57 while 15 other positions under the EEDD will also be abolished which will cost P3,640,066.09, for a total of P35,114,217,66 as cost of the abolition.
The data also showed that the Provincial Government has 351 contractual positions costing P97,690,284 and an undetermined number of job order employees costing P10,509,040.
