Lopez asks mayor’s son to explain ‘ukay-ukay’ transaction

BACOLOD City Councilor Carlos Jose Lopez has proposed a resolution inquiring from the Kasadya Bacolod Foundation Inc. and Executive Assistant IV Rocky Puentevella about the operations of “ukay-ukay” stalls at the Gatuslao side of the plaza without the authority from the City Council.

The stalls were already ordered remove by Mayor Monico Puentevella after Councilor Sonya Verdeflor opposed the selling of goods in the public plaza because the area is identified as a historical site or landmark.

However, a representative of the exhibitors demanded a refund of the P300,000 they paid to Kasadya Bacolod Foundation Inc. to allow them to sell “ukay-ukay” at the plaza from April 1 to June 1.

Any activity, whether social civil, or commercial, at the Bacolod public plaza should have the approval of the Council, and not by any person or an organization especially if it is not an accredited by the City Government, the proposed resolution stated.

Lopez’s resolution said it was also uncovered that there was a payment of P300,000 for the establishment of the stalls selling “ukay-ukay” and since the transaction was not authorized by the City Government, those who are involved need to provide definite and clear answers to the Council.

Such action is a deliberate arrogance and disrespect to the authority of the Council, it added.

Lopez said Kasadya Bacolod Foundation Inc. is not even accredited by the Council and was allowed to organize the MassKara festival last 2013.

This has led Rocky’s father Mayor Monico Puentevella to form an investigating committee composed of his own officials namely, City Administrator Rolando Villamor, two department heads and representatives of the City Legal Office.
