‘AVM committed more violations’

BACOLOD City Mayor Monico Puentevella declared on Wednesday that AVM Bernardo Slaughterhouse, the private operator of the city abattoir, has committed more violations in its memorandum of agreement with the City Government.

He said the animals being slaughtered at AVM’s facility have diseases.

Considering this, Puentevella said he will communicate with the City Council to request for the termination of the city’s contract with AVM Bernardo.

Glorydee Cometa, AVM plant manager, said they only take care of the slaughtering of animals and the inspection falls under the jurisdiction of the City Government through the City Veterinary Office.

She cited City Ordinance No. 459, series of February 27, 2008 that stated that “the meat inspection is one of the basic services which shall be undertaken by the local government unit to see to it that meat offered for sale to the public are healthy, wholesome, and fit for human consumption.”

It added that a meat inspector is an employee of the City Government, trained in meat inspection work, and authorized to do the work of a regular meat inspector under the supervision of the city veterinarian.

Cometa added that it is the city veterinarian who approves if the animal is healthy to be slaughtered, adding that the meat inspector does an ante-mortem inspection before AVM is allowed to do the slaughtering.
After the slaughtering is done, the meat inspector again does a post-mortem inspection on the animal carcasses.

"The mayor just needs technical guidance about the work flow in the slaughterhouse. AVM caters to slaughtering services only while the local government unit through the City Veterinary Office takes full responsibility with the meat inspection. Meat inspection is the sole responsibility of the local government," Cometa said.
