Hall of Justice employees wear red to protest vs BIR

AFTER wearing black in support of the Supreme Court over the issue on Disbursement Acceleration Program (DAP) for two consecutive Mondays, court employees at the Hall of Justice in Bacolod City wore red yesterday in protest of Revenue Order (RO) No. 23-2014 of the Bureau of Internal Revenue (BIR) and Department of Finance.

Lawyer Gerald John Joven, president of the Philippine Association of Court Employees (Pace)-Negros Occidental Chapter, said the wearing of red shirts was observed in all courts all over the country Thursday.

Under RO No. 23 - 2014, all benefits received by employees and officers of government will be subject to 30 to 32 percent tax. The order was implemented last July 7, following the 15-day publication period after it was issued on June 22, 2014.

Joven said that their benefits should be spared from taxes because what they earn is just enough for their respective families and that the BIR imposed it without definite rates and there is no guidelines for the computation.

He said that petitions were already filed before the Supreme Court by some organizations in the Executive and Judiciary, including the Sandiganbayan Employees Organization, Judiciary Employees Association, Supreme Court Employees Association as well as other government employees unions and associations.

Court employees are also clamoring against the threat of removing the Judicial Development Fund from the courts. (TDE)
