LWUA to appoint Baciwa’s GM within the week-A A +A

BACOLOD City Mayor Monico Puentevella said the Local Water Utilities Administration (LWUA) is expected to appoint an interim general manager for Bacolod City Water District (Baciwa) within the week.
The mayor had asked LWUA chief Andres Ibarra to take over Baciwa after three directors voted for the resolution suspending general manager Juliana Carbon, and subsequently appointed former bank manager Darwin Destacamento as officer-in-charge of the Office of the General Manager.
However, board chairman Lawrence Villanueva, vice chairman Lorendo Dilag, and director Marichi Ramos agreed with Ibarra to accept the sixth member of the Board by withdrawing the case they filed in the local court against LWUA for naming a sixth member.
Otherwise, the LWUA will take over Baciwa and all the directors will lose their posts.
Puentevella said the move of the three directors is most mind boggling.
"I could not understand their style. But I hope with LWUA, all these controversies will be resolved," he said.
Puentevella said that when the term of Villanueva expires on December 31, 2014, he will appoint his replacement.
The three directors suspended Carbon for 30 days week for various alleged offenses, but Carbon said her suspension was unlawful since it was ordered without due process.
The three other directors, lawyer Ma. Aida Torre, Cecilia Henares and Engr. Alfredo Bayanan, the sixth member, expressed support for Carbon and said that she will remain in her position as general manager.
They said the resolution passed by their fellow directors to suspend Carbon is considered invalid as the meeting of the three directors does not constitute a quorum.
The order to preventively suspend Carbon was illegal and invalid having been made by only three members of the Board and was done in violation of the Civil Service Commission rules on administrative cases, they also said.
