Kasadya obtains accreditation

THE Bacolod City Council approved Wednesday the application for accreditation of Kasadya Bacolod Foundation Inc., organizer of MassKara and other festivals of the city.

The application of KBFI for accreditation was tackled by the City Council during its regular session where Councilors Caesar District, Em Ang, Roberto Rojas, and Carlos Jose Lopez raised questions on its operations.

Distrito said Kasadya failed to submit a financial report on the 2013 MassKara festival.

He noted its predecessor, the Silver MassKara Festival Organization, which managed the festival for nine years, regularly submitted liquidation report to the City Council.

MassKara is a city activity created by City Ordinance No. 11, series of 1987, thus Kasadya, the authorized private organization handling a city activity has waived their private status and now becomes a public entity, the councilor pointed out.

They are required to submit a report and account for all donations, sponsorships and income, he added.

"We are supportive of the MassKara festival thus the organization handling it must observe transparency so that the people will know that they are properly handling the money of the sponsors and income derived from the MassKara festival," Distrito said.

Rojas said that he filed a resolution asking Kasadya to submit such report but until now they have failed to do so.

He added that he also wrote a letter to all Kasadya officials led by Rhoderick Samonte to submit such report but they have not replied.

Lopez said that he sent a letter to Kasadya as well asking them to submit a report but they also failed to respond.

He also questioned why Kasadya issued a receipt to an “ukay-ukay” seller last May in behalf of the City Government.

“Why did they handle a government function outside of MassKara. What authority do they have to do it?” Lopez asked.

Distrito said, "We are voting against it to send a strong signal that Kasadya Bacolod should respect the City Council and comply with our simple resolution asking them to submit their financial report. It is long overdue.”

Organized in August 7, 2013, KBFI entered into a memorandum of agreement with the city last year, even before its accreditation was approved by the City Council.
