P20-B airport expansion project approved

THE Department of Transportation and Communication has approved the P20-billion project for the expansion of the terminal and apron and the extension of the runway of the Bacolod-Silay Airport.

Bacolod City Representative Evelio Leonardia said Thursday the project will be implemented by the DOTC under an Operate-Add-Transfer scheme with the private sector.

“Work is expected to start late next year or early 2016. The bidding is scheduled late this year,” Leonardia said.

He said that Secretary Joseph Emilio Abaya confirmed the project during the budget hearing of the House committee on appropriations Wednesday.

Leonardia, senior vice chair of the House committee on transportation and communication, said the project will extend the airport runway from 2,002 x 45 meters to 2,500 x 45 meters.

The passenger terminal will be expanded from the 6,187 square meters to 41,900 square meters, he said.

He added that the apron will be expanded from the present 25,300 square meters to 130,000 square meters.

Leonardia said the expansion of the terminal and apron will be implemented in three phases in the next 20 years.

“The P20-billion project is expected to create a stronger multiplier effect on the economy because this will also be a private sector investment on our economy,” the Bacolod lawmaker said. “Aside from helping our tourism promotion, this project will also help us sustain our economic momentum.”

With a compound annual growth rate (CAGR) of 10.12 per cent, passenger traffic at the Bacolod-Silay airport has been steadily growing from 840,000 in 2008 to 1.04 million in 2009; 1.04 million in 2010; 1.31 million in 2012; and 1.36 million in 2013.

At an estimated CAGR of 8.44 percent, passenger traffic is expected to grow to 2.31 million in 2019; 2.19 million in 2018; 2.04 million in 2017; and 1.87 million in 2016.

The P20.26-million project will build up the design capacity of the airport to allow it to handle 3.1 million passengers by 2025, 5 million in 2035; and 8.3 million in 2045.

At present, the Bacolod-Silay Airport can accommodate 800,000 passengers.

“We hope to get our fair share of this traffic and the tourism dollars that will come with it. It is important that we prepare not just our facilities but also our gateways,” Leonardia said.
