PNP chief: Investigate ex-mayor’s ‘fake’ neuro-psychiatric clearance

PHILIPPINE National Police (PNP) Chief Director General Ricardo Marquez has directed the Criminal Investigation and Detection Group (CIDG) to lead the investigation on the alleged fake neuro-psychiatric clearance submitted by former Pulupandan Mayor Magdalano Peña for a gun license application.

The PNP Public Information Office said in a press release Tuesday that Marquez ordered the probe upon the recommendation of Deputy Director General Francisco Uyami Jr., PNP chief of Directorial Staff.

Peña, however, could not be reached for comment as of press time.

On November 6, Chief Superintendent Teresita Dumlao, director of PNP Health Service, informed the Civil Security Group (CSG) through a memorandum that the neuro-psychiatric (NP) clearance of Peña “does not bear the genuine signatures of authorized of Health Service officials.”

Superintendent Ronaldo Santos, chief of the NP Section of the PNP General Hospital, also certified that “the Neuro-Psychiatric clearance of Magdaleno Peña is fake and that he has no record on file.”

The PNP said that Santos’ supposed signature is among three signatures of Health Service officials that appeared in the Neuro-Psychiatric clearance submitted by Peña as among requirements for a Type 5 license to own and possess firearms (LTOPF).

Records show that there are seven shotguns and eight pistols registered under the name of Peña, the PNP press release added.
