Vendors prohibited from sleeping on sidewalks

THE Bacolod City Council approved a resolution requesting the City Administrator's Office and the City Legal Office to strictly prohibit sidewalk vendors from sleeping on sidewalks at night time.

The resolution, authored by Councilor Sonya Verdeflor, chairperson of committee on trade, commerce, and industry, was approved during the regular session Wednesday, March 15.

Verdeflor cited that on March 13, a 56-year-old sidewalk vendor, who was asleep on his stall, was killed by "riding-in-tandem" assailants on Gonzaga Street.

She said similar incidents were also recorded in previous years, showing that sleeping on sidewalks at night is not safe and needs to be stopped by the local government.

"We need to ensure the safety of our vendors from bad elements," she added.

Verdeflor noted that Section 5, Article 2 of the 1987 Constitution provides that it is the policy of the State to maintain peace and order, the protection of life, liberty, and property, and the promotion of the general welfare as essential for the enjoyment of all the people through the blessings of democracy.
