Village councilman in Bacolod charged for drug use

COUNCILMAN Von Carlo Guimbal of Barangay Cabug in Bacolod City was charged by police for violation of Republic Act (RA) 9165 or Comprehensive Dangerous Drugs Act of 2002 before the City Prosecutor’s Office on April 24.

Chief Inspector Charles Gever, head of Police Station 7, said Guimbal violated Section 11 (possession of dangerous drugs), Section 12 (possession of drug paraphernalia), and Section 15 (use of dangerous drugs).

Guimbal was caught holding a “pot session” with Renato Nicor Sr., 53, of Florenceville Subdivision, Barangay Pahanocoy; Joery Casiano, 40, of Barangay Alijis; Dindo Crispe, 27, of Purok Banaue, Barangay Villamonte; and John Mark Amodia, 25, of Purok BM, Barangay Taculing, all of Bacolod City; and Robert Azero, 26, of Barangay Blumentritt, Murcia town.

The pot session happened inside a motorcycle shop at Victorina Subdivision, Barangay Mansilingan, last April 22.

Also charged for sale and illegal possession of drugs and paraphernalia was the target subject Josan Cawacas, 40, of Purok Kabugwason, Barangay Mansilingan. He is the brother of the owner of the motorcycle shop, where the drug bust was conducted, leading to the recovery of P10,000 worth of illegal drugs.

Gever said Cawacas is a newly-identified drug personality in his area.

Nicor and Amodia were also charged with drug use and illegal possession of drug paraphernalia, respectively, while Casiano, Crispe, and Azero faced charges for drug use.

All suspects are detained at Police Station 7.

Guimbal is the second village official in Bacolod charged with involvement in illegal drugs.

In November 2016, Barangay 35 village chief Manuel Huelar Jr. was also charged by the Philippine Drug Enforcement Agency-Negros Island Region for violation of Section 5 and 11 of RA 9165.

Huelar, who is detained at Metro Bacolod District Jail in Barangay Handumanan, was arrested during a drug bust inside a pension house at Liroville Subdivision, Barangay Singcang-Airport, Bacolod City.

Meanwhile, the sixth drug personality of Talisay City Police Station in Negros Occidental was arrested in a drug bust, while three others were collared for illegal possession of firearms and ammunition in separate operations in the province Sunday.

In Talisay City, Melvin Amacna, 29, of Rizal Baybay Street, Barangay Zone 6, was nabbed after he sold shabu (methamphetamine hydrochloride) to a police agent for P200 in a transaction at Doña Enrica Street, Barangay Zone 2. He was the station’s top six drug suspect and was also a surrenderer under Oplan Tokhang.

Also recovered from Amacna were five sachets of shabu amounting to P5,000, an improvised tooter, and a lighter.

In Kabankalan City, Rammel Jaro, 24, of Old Pinggot, Ilog town, was arrested while his younger brother Romy escaped when they were seen by a village watchman standing in front of a store at Purok 4, Barangay Magballo, Kabankalan City.

Both were armed with long firearms loaded with live ammunition of 12 gauge shotgun.

In Bacolod City, Ronie Ramos, 25, of Barangay 3 was collared by police at Panaad Park and Stadium in Barangay Mansilingan after he was caught possessing an improvised firearm also known as “pen gun,” live ammunition of 9mm and 12- gauge shotgun.

Jesus Sulmayor, 26, of Purok Bulak, Barangay Mandalagan, was nabbed for alarm and scandal at Villa Servando Subdivision, Barangay Singcang-Airport. Recovered from him were an improvised firearm known as “pen gun” loaded with live ammunition and a fired cartridge case of 9mm.
