P1-B investment eyed for Capitol property

DYNAMIC Builders and Construction Company Inc. (DBCCI), one of the leading construction firms in Negros Occidental, is eyeing a P1 billion investment on the property owned by the Provincial Government.

Second District Board Member Salvador Escalante Jr. told SunStar Bacolod Wednesday, March 7, that DBCCI is offering the province a private-public partnership (PPP) scheme for the construction of the Provincial Administration Center (PAC) building.

Escalante said the building was already dilapidated which is a health and safety hazard.

This is why Governor Alfredo Marañon Jr. considers replacing it with a new and modern structure that will put together some Capitol offices that have been scattered in different locations, Escalante said.

The whole area of PAC is about one hectare, he said, adding the Provincial Government is also eyeing a six-storey building in the area in front of the National Bureau of Investigation-Bacolod office.

In fact, the Provincial Engineer's Office has been busy preparing for the detailed engineering works, the board member emphasized.

Escalante said the governor has ordered stoppage of the PAC rehabilitation which has the budget allocation of P185 million after realizing it would be advantageous to the province to have a new modern building rather than rehabilitating the old one especially that the operation of Capitol is expanding and that the demand for more spaces is also becoming bigger.

"Dynamic Builders is seriously considering (of) putting their investment on Capitol property,” Escalante said.

The area eyed for PPP project with DBCCI is the ground floor of PAC, from the portion facing the Negros Occidental Multi-Purpose Gym up to the area adjacent to the Negros Occidental Sweet City Captel.

The new building will include commercial spaces for rent.

Escalante said he is hoping that the whole detail of the PPP project will be finalized very soon as the construction of the buildings are being eyed to start within this month.

DBCCI has been into infrastructure, building and property development and into light and heavy industries.
