HOWEVER noble or justified the move or action of the Bacolod City Government in transferring or detailing to other posts certain employees—some of them may be supervisory or of the department head level positions—it cannot be denied that there is some political “color” to it.
There is a third person to be reassigned by the administration of Mayor Monico Puentevella to another post which this worker, of course closely affiliated with and linked to former Mayor Evelio Leonardia, had opined his transfer is not justified, illegal, and a demotion for which he had gone to the Civil Service Commission to lodge a formal complaint. Earlier on, one of the other two “reassigned” was the wife of a former councilor, said to be a political operator and relative of Leonardia.
Leonardia, during his incumbency as local chief executive before receiving the people’s mandate for him to the Lone District solon to the House of Representatives had been dragged through this similar issue when his administration had assigned somebody to the cemetery and tasked her reportedly to do nothing. Now here comes Puentevella engaging in some sort of purging of certain identified and marked people at the Government Center, in the efforts of, or could be actually at the guise of the exercise of his executive “prerogative.”
While there may be substantial legal justifications and reasons behind the transfer and detailing of employees or workers of the Local Government Unit, any move taken by the present administration would be suspect as those affected are clearly identified in the other political fence. With the rate events are unfolding, the political hang-ups of the previous and current city administrations are very much apparent and manifest.
For whose benefit really is the “weeding” at the Government Center centered or directed? Or that, is there really substance to these transfers? Or is it just a subtle way of getting back at people not sounding off the same interests as theirs?
