The City Government of Silay is launching Friday its Citizens' Charter at the Senator Jose C Locsin Cultural and Civic Center.
City officials led by Mayor Jose L. Montelibano together with the department heads and its employees join in highlighting the event in history of delivering government services to the Silaynons.

The Citizens' Charter is an official document, a service standard, or a pledge, that communicates information on the services offered by the City Government.
It describes the step-by-step procedure for availing a particular service, and the guaranteed performance level that the Silaynons may expect for such service.
The launching is in compliance with Republic Act 9485 or the Anti-Red Tape Act of 2007, which mandates all government offices to come up with their respective Citizens' Charter.
The City Council in lieu of the city's compliance to RA 9485 enacted a City Ordinance No. 5, series of 2009 bringing to life the Charter, which will serve as a Service Standard for all frontline services of the city.
This event is a fitting tribute for the Silaynons as it celebrates the 111th Cinco de Noviembre - defining the prompt, courteous and transparent public service with the highest degree of integrity and accountability.
Invited speakers and guests include DILG provincial director Ma. Joy Maredith Madayag, Civil Service Commission director Fernando Mendoza, Third District Representative Jose Carlos Lacson, Governor Isidro Zayco, provincial board members Manuel Ko and Patrick Lacson, private and people's organizations, and the stakeholders.
