Governor Nestor Fongwan transmitted to the local board the names of the new scholars for ratification after each scholar signed their respective contracts.

Each scholar can enroll in any accredited college or university within Baguio or the province, provided they avail of a Bachelors Degree of their choice.

A budget of P12,000 a year is allotted per scholar by the province for school fees of each and requires a passing grade in all subjects.

Rigid rules apply for the selected scholars to maintain their status, a submission of the duly certified copy of academic records at the end of every semester.

Scholars are also required to submit to the Provincial Government a certification of completion upon finishing the course.

A scholarship committee is tasked to monitor the grades of the all scholars.

Scholars are prohibited to accept and avail of any local or foreign training or scholarship grant while pursuing their studies under the Provincial Scholarship Program unless approved by the scholarship committee. (Ma. Elena Catajan)
