AFTER barangay captains vented their anger and frustration, the City Council finally resolved to haul garbage that is now piled up in Baguio City's streets.
However, this hauling will pose another problem to Irisan as the council decided to dump garbage in the dumpsite again.

Saying the city has already violated Republic Act (RA) 9003, Councilor Rocky Thomas Balisong said garbage should be dumped in the old dumpsite to cut on cost.
Balisong, together with Councilor Fred Bagbagen and Councilor Isabelo Cosalan, earlier said they were disappointed with the execution of several resolutions made by the City Council to address the garbage problem permanently.
The City Council finally reached an agreement to haul and dump the garbage at Irisan.
Councilor Perlita Chan-Rondez earlier raised a motion to approve the allotment of P25,300,000 for the continuous hauling of garbage to Capas, Tarlac up to the end of the year.
Four councilors voted in favor of the motion while six abstained from voting.
After the motion was lost, almost 50 angry barangay captains left the session hall shouting they will dump their garbage in the market where it is collected daily by the City Environment and Parks Management Office.
The council then went on to resolve to dump the garbage in Irisan with the risk of facing charges for violating RA 9003 or the Solid Waste Management Act.
The council assured Cepmo head Cordelia Lacsamana that they will support her in court.
During the special session on Friday, barangay captains pleaded for the city to haul garbage out of their areas, saying uncollected garbage will affect their constituent's health.
Association of Barangay Councils member Camilo Tarbes asked the council about the immediate solution to the problem, as they are afraid they will get sick.
"Matutulungan ba kami ng council sa gamut kapag nagkasakit kami dahil sa basura?" Tarbes said.
Cresencia village captain Augustus Valdez said that according to RA 9003, the city has the responsibility to take care of the residuals while the barangays take care of the biodegradables.
The barangay captains also asked the city to release the fund for the Materials Recovery Facility for each barangay cluster.
Balisong then asked Lacsamana to process papers for the cluster MRFS faster.
He said Lacsamana should not impose stringent rules as emergency situations call for extra ordinary actions.
The council reiterated hauling is only a temporary solution as the city is fast tracking the construction of an engineered sanitary landfill.
"I repeat, this is a temporary solution," Vice Mayor Daniel Fariñas said.
Cosalan said the survey for the ESL in Sto. Tomas is already 60 percent complete.
The residents of Sto. Tomas will also go to Capas, Tarlac to see what an ESL is and how it is maintained.
